Chancellor's Office a/k/a "Long Beach": Central administration for the universities in the California State system. With 350,000 students, 18,000 faculty and 18,000 staff at 23 campuses from Eureka to San Diego, it is the biggest university system in the US and quite possibly the biggest in the world.
The CSU Auxillary (aka the "puppet foundation") would be a "charitable" tax-exempt foundation owned by the CSU. (Assuming the IRS allows this under its new ruling guidelines, which is doubtful.) Directors would be chosen from a consultative commission handpicked by the Chancellor's office. The Auxillary would carry out CETI operations on campus, while the LLC would be off-campus. (So if you cross a street, you work for a different company?) The Auxillary would also own about 25% of CETI, even though the CSU is barred by law from doing so, on the theory beloved by education bureaucrats that you can always do indirectly that which you may not do directly.
Further details are obscure. The contracts between the CSU and the puppet foundation, and between the puppet and the CETI LLC are key documents, but only fragments have been made public, and the answer to every important question is "To Be Arranged". If you can't negotiate a good deal with your own puppet, who can you negotiate with?
The CETI Limited Liability Company: This is the new entity that would manage the entire project. Ironically, the name "CETI" is already taken, so the public relations people will have to find a new name.

"No net cost to the CSU": The misleading idea spread by CETI advocates that the project somehow involves free money or charitable gifts. It's like the telephone company giving you a "free" telephone as long as you pay $1 for every call. If CSU doesn't have enough money now, how will mortgaging ("leveraging") the future help?
