Knowledge of Public Administration
Public administration is the study
of the different aspects of government, including policy
and administration. San Francisco State’s MPA program has provided me with the knowledge
and skills to be a public administrator. These skills
include professional skills, writing skills,
presentation skills, and teamwork. Each of these skills
will be discussed in further detail on subsequent pages.
The following papers are examples of a culmination of
these skills, analyzing and discussing specific topics.
The first paper provides recommendations for
centralizing e-government services in
New Zealand.

Centralizing e-Government in New Zealand
Because of the implementation of
New Public Management (NPM) in the late 1980’s,
New Zealand’s
government became highly decentralized. This memo
provides background on NPM in
New Zealand,
identifies the four governance options that have been
presented in the case, and summarizes the issues in
implementing centralized e-government services in the
face of NPM. Lastly, this memo provides recommendations
to the State Services Commission (SSC), as the
government integrator of this initiative, address these
issues.
Barriers to Smart Growth in Massachusetts
The growing loss of open space and
an increase in sprawl have both been identified as
growing concern by the public. However, before the issue
of sprawl can effectively be addressed, the State has to
address other issues that are posing as a barrier to
smart growth. These issues include reforming current
policies, creating consistent growth management policies
across different municipalities, and gaining support for
public transit improvements.
