More than 34,800 people live in the Bayview Hunters Point, two neighborhoods in San Francisco's southeastern sector; 46 percent of them are African American, the largest black enclave in the city. In this 9-square mile area, a sewage plant, power plant, gravel manufacturer and recycling center operate. A second power plant in the Potrero District sits adjacent to the Bayview Hunters Point. The Naval Shipyard, which stopped military operation in 1974, is undergoing clean up. But recent reports revealing a history of extensive nuclear testing at the shipyard have left residents, activists and community members wondering how thorough the clean up effort will be.
