Mission Statement

Health Education & Access Link (HEAL) is an alliance of dedicated and proactive students driven by a mission to make health care more accessible to all, especially the underserved. The specific purposes and objectives of HEAL are:

(a) To educate people of low income about health risks and preventive health care.
 

(b) To provide support for people of low income to apply for governmental and/or low cost medical insurance programs through recruitment and language translation.
 

(c) To inform people of low income about health care resources in their communities.
 

(d) To support other organizations committed to the improvement of health care of the underserved.

 

 

Constitution for

Health Education and Access Link

 

ARTICLE I:  NAME

The name of this association shall be Health Education and Access Link.

 

ARTICLE II:  PURPOSE AND OBJECTIVES

The purpose and objectives of Health Education and Access Link (hereinafter referred to as HEAL shall be:

(a)    To educate people of low income about health risks and preventive health care.

(b)    To provide support for people of low income to apply for governmental and/or low cost medical insurance programs through recruitment and language translation.

(c)    To inform people of low income about health care resources in their communities.

(d)    To support other organizations committed to the improvement of health care of the underserved.

 

ARTICLE III:  MEMBERS

Section1:  Membership Requirements

Membership in HEAL is extended to students of San Francisco State University and current health students who adhere to the goals and objectives of HEAL and who have participated in at least two (2) community outreach events.  Community health advocates and professionals who adhere to the goals and objectives of HEAL and who have participated in two (2) community outreach events may be extended membership if the voting constituency so desires.

Section 2:  Rights

The right to hold office, to vote, or to participate in the activities of HEAL shall be open to all individual me The members.  Voting rights may be limited to matters submitted to a vote by the membership.

 

ARTICLE IV:  OFFICERS

Section 1:  Officers

The officers of HEAL shall be a President, a Secretary and a Treasurer.

Section 2:  Elections, terms of service and dismissal of Officers.

(a)    The officers shall be elected by and be members of HEAL

(b)    Elections will be held each year at the end of the spring semester.

(c)    Each elected officer shall hold office for a term of one year from the fall semester following elections to the end of the summer term the following year.

(d)    Each individual member may be elected more than once for any position.

(e)    Any elected officer may be dismissed from their position if there is a failure to attend at least half of the scheduled meetings or if three quarters of the voting membership vote to take such action.

Section 3:  Duties of officers

1)      The President of HEAL shall:

(a)    Attend and preside over HEAL meetings, or arrange for an alternate to attend, preferably an officer.

(b)   Convey all information from HEAL meetings to membership.

(c)    Represent and advocate for the concerns of HEAL and its members in public and private.

(d)   Take charge of networking with other health advocate organizations, and delegate as necessary.

(e)    Do-sign checks and grants.

2)      The Secretary of HEAL shall:

(a)    Attend HEAL meetings or arrange for an alternate to attend.

(b)   Record and maintain minutes of meetings.

(c)    Organize mail-outs or other means of communication within the group, and beyond.

(d)   Collect and maintain contact addresses, phone numbers or email addresses of the membership and of other health advocate organizations.

(e)    Serve as support and, when necessary, replace the President in networking with other health advocate organizations.

3)      The Treasurer of HEAL shall:

(a)    Attend HEAL meetings or arrange for an alternate to attend.

(b)   Maintain records of the financial transactions of the group.

(c)    Regularly advise the membership of its financial status.

(d)   Take charge of fundraising, funding and grant writing and delegate as necessary.

(e)    Be available for co-signing checks as required.

4)      All Officers of HEAL shall:

(a)    Promote the purposes of HEAL by receiving and acting upon recommendations of the membership and the faculty advisor.

(b)   Facilitate coordination of the group’s programs and activities.

 

ARTICLE V:  MEETINGS

Section 1:  Yearly Organizational Meeting

A yearly organizational meeting will be held on the second week of the fall semester.

Section 2:  Regular meetings.

(a)    Regular meetings will be held once a week on a day voted upon at the yearly organizational meeting.

(b)    Matters will be handled informally.

(c)    Should a situation requiring more formal management occur, Robert ruled of order will be used.

 

ARTICLE VI:  AMENDMENT OF THE CONSTITUTION OF HEAL

The constitution may be amended at any meeting of HEAL subject to the following:

(a)    Two thirds of the voting membership is attendance must vote to accept the amendment.

(b)    Notice of amendment must be broadcast to all voting members at least two weeks prior to the meeting which consensus will be sought.
