Theory:

The ability to direct memory and attention in a purposeful way is a behavior mediated externally and internalized in the learner's mind.

Role of the teacher:

The role of the teacher is scaffolding; to guide instruction to help students internalize the skills that are necessary for higher cognitive functioning. The teacher gives guidance and structure in the beginning and then gradually turns responsibility over to the student.

Role of the student

To learn the skills necessary for higher cognition, with the assistance of the teacher and then to be able to gradually use these skills independently.
