The Educational Programs Division promotes and engages in education activities that increase knowledge related to the mission of the Institute. 
 

 
Technical Concepts Division conducts research in several technical areas of interest to the Instiute. The results of this research is ultimately applied to policy analysis and educational programs. It is composed of the following groups.
